The State of Minnesota Nonpoint Source Management Program Plan (NSMPP) is a requirement for Minnesota to remain eligible to receive NPS grant funds from the US Environmental Protection Agency (USEPA) under Section 319 of the CWA. Any nonpoint source water pollution control project must be cited in this document to be eligible for a Section 319 grant award. Narrative discussions of NPS pollution are included in Chapters 1: Updated NPS Assessment 2: Programs and Funding for Implementing NPS Programs and 3: Watershed Planning and Management Framework. The remaining 16 chapters/strategies include narratives and also Needs, Priorities and Milestones (Action Steps) tables for each chapter/strategy. These tables detail 2001-2005 recommended Action Steps, schedules, potential funding sources, and lead agencies that would be involved with implementing the recommendations. Over 250 people representing over 50 federal, state and local governmental units and public and private organizations served on the 19 technical committees that developed the 19 chapters/strategies of Minnesota's 2001 - 2005 Nonpoint Source Management Program Plan.
